The Ministry of Health will update the Procedure for providing assistance in the field of "psychiatry-narcology"

The draft order on the procedure for providing assistance in “psychiatry-narcology” states that medical rehabilitation should be carried out on the basis of a multidisciplinary approach with the involvement of medical psychologists and non-medical workers, social workers, and labor training instructors.

According to the same document, medical care may only be provided in premises that meet sanitary and epidemiological requirements for placement, arrangement, equipment, maintenance, anti-epidemic regime, preventive measures, working conditions of personnel and other criteria.

The project also stipulates that when referring patients from medical organizations whose problems are related to their lifestyle and the risk of developing drug addiction disorders or a suspicion of this, for preventive counseling or primary specialized medical and sanitary care to a doctor - psychiatrist-narcologist or a drug addiction dispensary, data about them is transferred to the organizational and methodological department of the clinic responsible for collecting such information.

A dispensary appointment, according to another draft order , includes an assessment of the patient's condition, collection of complaints and anamnesis, psychopathological and physical examinations, establishment or clarification of the diagnosis, assessment of adherence to treatment and the effectiveness of the therapy, prescription of preventive, diagnostic, therapeutic and rehabilitation measures, explanation of the algorithm of actions in the event of life-threatening conditions.

In April 2024, the Ministry of Labor approved an order on the procedure for the creation and operation of commissions for the admission of people with mental disorders to an inpatient social service organization, as well as their transfer and discharge. According to the document, the commission will be formed from representatives of the authorized body, authorities of the constituent entity of the Russian Federation in the field of health care, guardianship authorities, the state legal bureau (if any), public associations and a psychiatrist. The document entered into force on September 1, 2024.

In May 2023, the Ministry of Health and the Ministry of Labor approved the Procedure for drug addicts to undergo medical and social rehabilitation. Medical institutions will inform patients who have undergone or are undergoing medical rehabilitation about the possibility of undergoing programs in social organizations. Clinics will also be required to conduct motivational counseling for drug addicts to encourage them to undergo treatment.
